About Us Project Context The RTLC project supports the commitment of Kazakhstan, Kyrgyzstan and Tajikistan to promote foreign trade. For Central Asian countries, international trade represents a key tool for ensuring that the current economic growth rates are sustained, and that they continue to advance the development and competitiveness of the region's enterprises. Deeper, more diverse links with world markets will reinforce the position of regional businesses in international trading scene and give them increased opportunities to expand and diversify production. Regional cooperation in trade policy, in particular joint efforts to liberalize and facilitate export and import flows, is a shared policy priority. This work includes mutual coordination of each country's initiatives to reduce trade barriers, fulfill WTO accession, and simplify transit procedures. Taken together, these steps will reduce trading costs for importers and exporters and help Central Asian countries realize their full geographic potential at the trade crossroads between Russia, China, South Asia and Europe. The design of RTLC targets two interrelated objectives: support individual trade liberalization initiatives of Kazakhstan, Kyrgyzstan and Tajikistan, and foster multilateral cooperation on trade and transit across the region. Our activities are organized around two key components: Component I, Trade Liberalization, works to expand trade through reducing trade barriers. We support Kazakhstan and Tajikistan in undertaking WTO accessions and assist Kyrgyzstan to implementing WTO membership commitments. This work fosters multilateral cooperation to simplify and harmonize import and export procedures. Component II, Trade Facilitation and Integration, works to advance trade competitiveness through reduction of transit costs. This component supports regional efforts to identify and reduce logistical constraints that hinder efficient movement of goods. The RTLC Project is jointly funded by the United States Agency for International Development (USAID) and the Government of Kazakhstan. The Project is implemented by AECOM International Development and will operate until June, 2011.
