International Conventions on Customs Procedures RTLC will work to improve procedural and documentary requirements and better compliance with international conventions facilitating trade. This work includes assistance to improve compliance with Kyoto Convention, the SAFE framework of Standards of the World Customs Organization (WCO), the Arusha declaration, the TIR Convention, and other international conventions. RTLC Activities RTLC will work with countries on the following activities: Assess existing customs regulations and support reform initiatives aimed at customs harmonization Promote implementation of international conventions on efficiency and transparency of customs procedures Support joint public-private efforts to identify and remove trade and customs roadblocks Assist to ensure full implementation of the WTO customs valuation rules Improve customs administration and risk management systems Develop a Single Window for customs pre-clearance procedures Conduct training events for customs and trade officials to build institutional capacity for reform Support progress towards Integrated Border Management Support programs to reduce corruption
